Not sure why we need to create a law for this since it should already be covered under FOIA. Citizens can't reasonably make a FOIA request for information on a privately owned server. That said, no member of government should be able to store or transmit data on a private server due to the inherent security risk, even to unclassified data, and open avenue to circumvent standing IT regulations meant to not only protect government systems and data but its users. Lastly, in DOD there have always been provisions to set up both classified and unclassified networks at high-ranking members residences given the demanding, round-the-clock nature of their jobs. These kind of provisions for home-based, government run networks for cabinet members should remain and be expanded to protect critical classified and unclassified data.
