Hong Kong has never been a part of the United States. It was a Territory under the United Kingdom (England) for 99 years lease. The lease was from China meaning it was their island to lease.
The world had a special relationship with Hong Kong as though the people were mostly Chinese they because of the British influence became very western friendly.
By agreement between China and the British. At midnight on June 30/July 1, 1997, the crown colony of Hong Kong officially reverted to Chinese sovereignty, ending 156 years of British rule. After a formal handover ceremony on July 1, the colony became the Hong Kong special administrative region (HKSAR) of the People's Republic of China.
Agreements were made that said one China two political systems. For the most part even China has done pretty good to let the gains of Hong Kong’s systems remain and China took in a lot of money.
