This is a difficult subject, but we're talking about "illegal"immigrants who file using an ITIN. Perhaps the denial of "some" benefits would encourage them to make more of an effort to obtain legal status. Certainly a financial benefit would be most effective. Additionally though, we need to make it less cumbersome for law-abiding (sans immigrant status) taxpaying immigrants to become citizens. This not only affords them other rights, but also alleviates some of the burden on immigration enforcement officers and officials. It's a win-win.
