In the City and State of NEW YORK, "Forced Arbitration" is common practice when dealing with the various Labor Unions. Especially when it comes to those employed by the City or State. It's been going on for decades and it's truly a FRAUD being perpetrated by those in New York government. For at least the last 4 decades that I'm aware of. Probably longer. This is how it works. The City and State DO NOT negotiate in good faith. In fact, they KNOW the various labor contracts will go into "arbitration." They want it that way. So, they hand out 3 year contracts across the board. The larger and most important services, like Sanitation and Transportation, get their contracts settled first. Of course, through arbitration. The smaller and least important get settled last. So, you'll wait 3 years to get a settlement. Then, they hand you "back pay" IN ONE LUMP SUM for the 3 years you are owed a pay increase. They attach that money to your weekly or Bi- Weekly salary check. So when you get the check, an entire WEEKS or TWO WEEKS pay OR MORE, has gone to TAXES. By the time the settlement is concluded, there will be only TWO OR THREE MONTHS before the contract has RUN OUT and the process starts all over again! It's a HUGE SCAM and the Government in New York (and likely elsewhere) have been getting away with it for YEARS! Arbitration in New York is not even NECASSARY! As the "TAYLOR LAW" prevents any MUNICIPAL UNION in New York from going on strike! So technically, there IS NO "NEGOTIATION!" The City or State makes an "offer" and that's what YOU'LL GET! The whole concept of "arbitration" is a farce as far as Municipal unions are concerned. It's a "tool" to TAX the money granted in the "settlement" and stagnates the ability of the Unions to get a fair deal.
