The US should only evaluate this on a case by case basis. Israel and the US do not always see eye to eye, therefore it is important not to begin to set rigid regulations that would hinder the US. Unilateral legislation preventing potential avenues of influence should NOT be passed. No country, by default, should be exempt from boycotts. I'm sure Israel and its lobby are worried about Trump and Putin, but that's no reason to consider passing this legislation. There are other ways they can insure Israel's partnership with the US.
