The practice of combining bills may appear practical but only offers members of Congress the opportunity to include unrelated issues with no real transparency. It reminds me of pork barrel bills which are not allowed. If Congress needs more time for their bills to be crafted and voted on then reduce their vacations and time off. They work less days than anyone else in government by "taking recess" to go home to constituents when they could be attending to their work. At some point we have to say enough and get to work. Make the topics of bill clear, be transparent about what it's for and who it serves and their job, and ours as the oversight of congress, will be less confusing and more efficient.
