The government and public at large are generally unaware of what data is being collected online and how it is used. A basic example is how many apps collect your GPS data even when it functionally doesn't need it. Obviously this can be used to track your location but in theory it could be used to target you with advertisements based on what stores are nearby. Strict regulation is worse than an aware public and transparent agreements of what can and can't be collected on an individual basis with different services (Google, Facebook,etc). Ultimately I still feel that regulation here is better than letting this potentially dangerous privacy situation get out of hand.
