If the Supreme Court has ruled twice now that Trump's ban is unconstitutional, why can't Congress just make it official that the President is not allowed to institute such a ban by passing a bill that says just as much? And if Trump vetoes, Congress can override that veto by a 2/3 majority vote in both the House and Senate. It would be simpler if Trump knew what laws he's violating rather than him arbitrarily making executive orders that have the force of law. Just give Congress a bill that prevents Trump and future presidents from instituting any kind of ban that unfairly targets people from certain countries. And it should be noted that countries in which Trump has a business investment in are the ones he's excluded from his twice thwarted ban.
