This is not for people who have been kicked out, this is for people who cannot live where they're meant to for reasons like remodeling, etc. Many low income families and people are the same ones who are receiving government housing, and a landlord would not take someone in unless they had the room for it, so in general it wouldn't be robbing many others of a place to live. This is a temporary thing, for up to only two years, usually much less, so is not a permanent thing. It will help so many more people than it will harm. No landlord who doesn't do this will take in anyone else who can't afford the full rent, so it's still a choice that remains up to them. Having the ability to help people is more important than protecting small term "what ifs".
