What we really need is a constitutional amendment stating:
The first responsibility of the Congress is the financing of the Government.
The Fiscal year of the US Government shall run from October 1, through September 30, of the following year.
Once a Fiscal year begins, Congress shall consider no other issue until a budget for the following fiscal year is in place.
Nor shall Congress recess until said budget is in place. No Member shall leave a fifty mile radius from the flag pole of the Capital until said budget is in place. Any member so doing shall be deemed to have resigned, and their seat shall remain vacant until said budget is in place.
Nor shall any member of the Congress, or their staff be compensated in any way, until said budget is in place.
This would force the members to do their real job first, before they go off on tangents. If they aren’t getting paid, their staffs aren’t getting paid, and they can’t do anything else until the budget is in place they will do their damned job. And, with their feet to the fire, they will find compromises, and override vetos to get it done.
