These regulations were put put in place after the major telcos were found using anti-competative practices. Blocking payment methods, voice and video services all because they had their own version and wanted to force people to use them. Data is data whether or not it is video or text. Giving control back to the major telcos would not breed innovation but rather stifle it, competitors would no longer have to inovate on speed, reliability or access to make money.
