The Truth in Lending regulations and current CFPB regs have good intention of protecting consumers, but in effect, have an adverse effect on low income consumers. These thresholds need to be amended. Small rural community banks are deciding more and more to completely stop offering consumer mortgages, including those for manufactured homes, because of the risk and overhead costs related to adhering to all the increased regulations. Manufactured Home Loans are rarely offered by traditional mortgage financing. Consumers need options. The consumer loses financing options and are forced to turn to the larger national banks with the resources to offer such products. Those are the same banks in the news who take advantage of the consumers. By relieving some of the regs for smaller loan amounts and community banks, the consumer can shop more options.
