While for once I applaud a relatively good policy initiative actually introduced by Kamala Harris, I think this should be implemented as a tax deduction, not a refundable credit. It should be relative to the tax paid, so that other tax payers aren’t subsidizing it which would ultimately increase the general tax burden. A renter would be able to take a deduction for the amount they pay that exceeds the 30%, less any already subsidized amount i.e 1/12th, against their tax owed. If the renter is already paying no tax, then the deduction would be moot. This way it would safeguard against potential rent increases and would not incentivize renters to pay more than they can afford simply because there is the expectation of the refundable credit, which would increase costs for others.
