Obviously people shouldn't be watching porn at work. But I don't understand why this needs legislation instead of just internal managerial oversight. Should there be legislation against napping on the job? Or against checking Facebook on the job? These are managerial-level issues. I feel like this is "gotcha" legislation so that people can run ads saying "so-and-so voted against banning pornography from federal websites". But really, this doesn't seem like a Congressional-level issue. In addition to that, I'm concerned about the vagueness of the phrasing "and other explicit material”. It's not specific enough to be legislated. Again, it's obvious that govt workers shouldn't be watching porn at work, but isn't that what internal firewalls and managerial oversight are for?
