Protecting the environment is not a state issue, it is global. Arguing that states should have the power to make their own laws governing the environment is like akin to giving everyone in a raft a knife and telling them to be responsible. It is the captain and crew who are responsible for the safety of the ship not all of its passengers. It only takes one, short sighted/uneducated/ignorant/corrupt passenger to put a hole in the raft and everyone will sink right along with them. States rights only extend so long as those rights do not impact the others. The environment does not stop at state borders, and protecting it should be delegated to those that would profit from exploiting it.
