Only Congress has the power, granted by Article 1 of the Constitution, to declare war. Any first strike against a nation, nuclear or otherwise, without the consent of Congress is an abuse of power by the president. The military leaders of this nation have a sworn duty to ignore illegal, unconstitutional orders from any commander in chief. Contrary to the belief of the current occupant of the Oval Office and his sycophants, the powers and authorities of the president are not absolute. Congress does not have to draft a bill to reiterate what is already a limit on executive powers granted by the Constitution. If this makes Congress feel better about 'checking' this particular executive branch, go for it. The president does not respect the Constitution, what makes anyone think a bill -- that he has to sign into law -- will stop this wanna-be autocrat from doing anything he wants? The days for this Congress to prove to DJT there are consequences to his erratic, juvenile and dangerous behavior passed about 14 months ago, on election day.
