Article I Section 2.3 of the constitution says that there shall be one representative of 30,000 people. This was changed and limited over the years to restrict the individuals voices. With more direct representation manipulation of the voters voice is less distorted by a few powerful people. The constitution also says that the house only should meet once a year. With modern technology the individual representatives could stay in the district they represent and vote via Skype or other on line methods. Our forefathers saw the house as a public service and temporary part time job. Technology can allow the country to return to this ideal, reduce costs and increase representation.
