You have to assume that this is passed along with the end of marijuana's prohibition. As it is removed from status as a Schedule 1 drug, it can be more easily researched, allowing us to see its actual benefits and risks. Regardless of the research to be conducted, it is more than reasonable to assume it to be safe enough for recreational consumption (i.e. it's ridiculously low mortality and morbidity rate in comparison to tobacco and alcohol). As a recreational product, a tax on that product seems reasonable and could be used to improve other areas of government.
