Abortion is legal and considered a woman's right to choose as long as it is (usually) before 24 weeks of pregnancy. Thus, it is a women's health issue and should be treated as such, which includes the flow of government money like any other number of vital health services. If the public wants to eliminate federal funding for abortion then it should do so by voting to make abortion illegal. The law should not contradict itself by denying funding for abortion while at the same time affirming its status as a legal right of women to make decisions regarding their own bodies. As an aside I wish there was more room for abortion opponents and proponents to come together and say "we disagree on abortion, but we agree that women's reproductive health is vital to their well being and economic prosperity, so is there common ground we can improve on?" Perhaps increasing the availability of contraceptives?
