The preamble of the constitution establishes the promotion of general welfare for we the people. Section 8 grants the authority of congress to levy taxes for the general welfare of the United States. There is no greater welfare than providing life for people. Your reference of technology is the means of providing the concept of life where poor health could otherwise erode. It is not a purely capitalistic concept. We are the only major country that does not guarantee healthcare as a right, so I don’t know where your example if it not working comes from.
