While I understand the intent of this bill, the discrimination I’ve received from doctors leads me to believe it is not safe to force patients to disclose this information. Doctors are in a position of authority which makes patients vulnerable to their personal biases. People who fear institutional involvement, such as pregnant women and formerly incarcerated persons, may decline to seek treatment for fear of being reported to the police. It would be better to focus on educating doctors about substance abuse and pain management. I’m a voter in Ohio’s 12th congressional district and I oppose this bill.
