In believe the VA is overfunded and it is the laziness of some 'government employees' who take their job for granted and do not perform up to the standards expected by the American people. Pay for performance merit raises should be the way to manage any employee. If they are not performing and get 2 subsequent poor performance evaluations, they should be fired. No employee has a job for life-but I've seen state and federal employees underperform over the years. There should not be any federal employee unions-these people work for the American people. They seem to forget this. Maybe its time to privatize this sector!
