That doesn't make any sense. Budget reform needs to be done carefully. Redirecting income taxes to paying the debt would increase the deficit in programming and thus require more borrowing. And you can't simply cut spending, you have to figure out what can safely be cut or what can be restructured. Spending on healthcare, for instance, is not because of bad programming but structural flaws in the underlying industry. Likewise the military budget could probably be cut dramatically without loss of capabilities by reforming contracting practices and reducing political interference.
