35 fewer members won’t make the House more manageable. It will, however, modestly concentrate power in the incumbents. The House was intended to represent the more current pulse of the people. Hence, it will always be more raucous and difficult to manage. The Senate with its longer term of office was intended to be the longer term balance. Structurally we’re fine. The problem of these bodies is the lack of civility and a willingness to compromise. And the desperate need to raise money. Change these and we’ll get back to having a functioning government.
