I took no position on this because the bill is confusing. The “Why Vote Nay” section says the bill sets up a false choice between time & money ... which is what it sounded like. But because I don’t know existing law nor can read the full bill, I cannot tell if this offers a new choice or precludes obvious options.
This is a situation where I say “This is why we have representatives.” It’s important for us to admit when we cannot understand something and leave it up to the professionals.
I am leaning Nay but I am undecided.
