For me, this is a no brainer for the good of society as a whole. While there is definitely a valid point that we should no reinforce the destructive behavior of bringing drug dependent babies into the world, with proper treatment and care, in many cases those babies could grow up to be productive members of society as well as powerful advocates for treatment of substance abuse disorders. If Medicaid doesn't pay for treatment, these children won't get it, and if they survive they will almost certainly become repeat criminal offenders due to untreated pervasive developmental disorders combined with the probably wretched environment in which they will grow up. If they don't survive, we have unnecessary death and parents who can now be charged with criminal neglect and manslaughter. I see no justification for a hands off approach that will likely make a bad situation worse.
