At least along the Gulf Coast, the energy related industries have already begun intensive programs to train workers for skilled craft positions (e.g. machining, welding, cad/cam, crane operation, pipe fitting). They have done so in some cases in concert with union initiatives. State programs are available that train skilled crafts via technical colleges. Even individual plants (e.g. SASOL) have taken the initiative by funding scholarships for the training of needed crafts. I am voting NAY because the federal government is effective at only three things: A. Stifling initiative B. Demanding reports. C. Increasing the number of Federal employees to accomplish A and B above.
