Should Loans Retain Their Interest Rates if Sold or Transferred Across State Lines by the Lender?

I am unable to see who this helps but I know 99% of GOP efforts around money screw the poor and middle class and this seems like another such effort-AND I see payday lenders putting a lot of pressure on which makes me doubt the humanity of the Bill
