Already existing sanctions have bitten deeply, but not demonstrably deterred the North Korean government. The citizens of North Korea continue to suffer enormous hardships and would end up bearing the brunt of tightened sanctions. Launching a preemptive war would of course be madness. The US acting alone here would surely have little desirable impact. Fortunately, we're part of an international community that is much stronger when we lead or at least participate. The UN already has established fora for dealing with exactly thus problem, but it requires the member states, particularly the US, to engage, discuss, come to a consensus and act as a united front. In such a fashion, there is a chance at least of coming up with a mutually acceptable solution, rather than poking an unstable regime with an ill thought out stick. We need to ease North Korea out of their madness and into the international community, not crush them into defeat through increased poverty and humiliation.
