This resolution would make it ‘out of order’ to vote on any legislation in the Senate until one day has passed for every 20 pages of text in the bill after it has been introduced. Plus one day for all remaining pages numbering less than 20.

So, for example, if there’s a 75 page bill introduced in the Senate — it could not receive a vote until at least four days after it was introduced.

Any Senator can raise a point of order that legislation is out of order because it did not abide by this rule. Any motion to table such a point of order would be considered out of order, which basically means it would be against Senate rules to try and end consideration of the point of order raised.

Senators could only move to waive or suspend this point of order only through a yea or nay vote of at least three-fifths of the Senate. All of these motions would be debatable for up to three hours equally divided between the Senator raising the point of order and the Senator moving to waive it. No amendments could be added to any motion to waive the point of order.
