This sounds like nothing more than another attempt to limit liability for medical professionals. If, in fact, this does not impact a patient's right to litigate and recover damages from improper or damaging care at a medical facility or by a medical professional, then streamlining the process is acceptable. However, this is worded in such a way as to imply that it is much more than a streamlining process. Just implying that this administration is concerned with "patient access to health care services" is a joke. Between trying to shove through a the repeal of the ACA and replace it with "insurance coverage" that hasn't as much as been publicly discussed and elimination of funds designed to protect the health and well-being of women around the world, the Trump administration has proven that their concerns are limited to say the least. Much greater detail about the actual workings of this bill are needed.
