I don't think designating a group of people as permanent victims is healthy. If there are people who are still suffering injuries as a result of the attack then they should be considered on a case by case basis. For families that lost loved ones, while nothing could ever compensate for that, I think 8 years is time enough to get back on track financially. There have been many smaller violent acts in our country since 9/11 and while they were smaller they were no less impactful to the victims and their families. I might be mistaken but I don't recall there being a designated government fund to assist them. My heart goes out to everyone who was impacted by the attack on 9/11, but it may be time to move on.
