Absolutely not. They should not be depreciated at all. Race horses should never be "put into use" before the age of two, or even three. They are babies! They are physically immature and their bodies are not ready to perform at the levels asked of them just because they might earn some money for someone. Breeders and owners need to treat them as the wonderful creatures they are and not just a commodity that can be cast aside (sent to the meat market) when they are no longer making money. So many break down on the track and have to be put down every day of racing. There should be more protections in place for the horses, not the owners who are so greedy as to want to be rid of the cost of caring for them before they are even in their prime.
