America should not act unilaterally. ISIL's rise is an opportunity to foster allies with nations in the region (essential to long-term peace and prosperity in the region.) Because ISIL needs land to be a legitimate state (Caliphate requires a state with territory), the surrounding areas have more at stake then we do in North America. If the U.S. contains this land grab for the nations affected, the nations in the region lose all urgency to work together. I think it will be better long-term for the Middle East if the surrounding nations are compelled to organize and work together by ISIL's expansion into their lands.
