Afaik, we do not have the systems to safely maintain DNA records and prosecute misuse. Perhaps if this bill covered those procedures, such as limiting the shared and searchable data to identify (e.g. reduce to ssn, not adding RAPID collected DNA to records). Incidental collection should be segregated and/or removed once identified to ensure it is not abused. A good line for data retention requirements is probably warranted-evidence (from crime site or by judicial warrant) for felonies. Minor crimes, including drug possession, are (should be) insufficient to disclose a person's genome.
