Should HHS Not be Allowed to Spend Fees It Collects On Ads For Obamacare Exchanges?

If ads revenues from ACA ads arent allowed to be spent, neither should the revenue from its replacement. Which has not happened yet despite having 8 years to get it together. This entire bill is exclusatory and premature.
