This is truly an awesome responsibility and should not be the decision of one person. During the final days of the Nixon administration the Secretary of Defense instructed the Joint Chiefs of Staff to consult with him before taking any military action at the instruction of the president. He had no authority to do that, but there was grave concern about the mental stability of President Nixon. As the walls close in around President Trump with regard to the Russian investigation, there may well be similar concerns. He seems to be trying to pick fights with North Korea and now with Iran. In any case, this decision has such catastrophic consequences that more than one person should be involved regardless of the mental condition of the president. Perhaps consultation with a group of congressional leaders (the Speaker and Minority Leader, Arms Service Committee leaders, Majority and Minority Leaders of the Senate) and the Secretaries of State and Defense should be required but not the full Congress. We have evidence of how ineffective the Congress is and we cannot wait for them to make a decision when time is of the essence.
