If you are going to approve this bill, it must have a much farther outreach in time. Three years is way too short of time to determine if programs are effective. It often takes 4-5 years just to get a law implemented. The time period must be a ten year window at a minimum.
Even with this so called transparency, it is questionable if the average American will bother to view it and may likely not comprehend the details which would result in trying to stop potentially good programs before they even got off the ground. If people want all the details to make informed decisions, they already have the Freedom of Information Act (FOIA). Isn’t this a redundant cost for the few who will even check it out and get into the weeds to understand the programs being judged?
