I don’t think they should. My experience has been that people who “work from home” don’t actually work. This means companies are paying a lot of money to people who don’t work much, and the price for whatever service they provide has to go up to pay for these people. Plus it encourages stealing from the company. If a person is getting paid to work full time, but lies and doesn’t actually work 40 hours, those hours they aren’t working, yet are getting paid, is a form of stealing from the company.
