If this is not passed, who will lose out? Low-income families that have parents who care enough about their children's education that they want to choose the right school for their children rather than taking the route of least resistance: the nearest public school. Education changes lives and not everyone has quality education available to them. If this would change that, it should be passed. Parents are primarily responsible for education, not government, and giving parents a greater power to choose is important. My only worry is what it would take for a private school to be accredited. Would it just clone the public school curriculum and educational strategies?
