This is a non-issue. There is no question that these highly trained personnel should be able to administer life saving medication, or medication for immediate pain relief until they can get the individual to a medical center. These personnel should be required to train on the administration of these medications, to include things like morphine sulfate etc. Military battlefield medics can deliver this medication and it often stops shock which can be lethal itself. Anti-seizure medication - and there are many, including CBD from cannabis - can certainly be safely administered by EMT's and nurses in the crucial moments prior to the patient arriving at a medical facility.
