We are always asking, "how did this clearly unstable person get a firearm?". If we prevent that from happening, we don't have to ask that. I do not think people who have mental difficulties are all "insane". I do think medical history can help inform us if there is a red flag we should be aware of. If this is too much of a wide casting net, we could have an additional provision where people can appeal the prevention, and each person who submits an appeal can be evaluated case by case.
