A balanced budget that legitimately restricts spending to a bare minimum would do as stated in other comments, crippling the economy and government ability to respond to world events. 20% of GDP is not a small amount, but is low enough to force government agencies to eliminate or drastically reduce obvious fraud and waste of U.S. tax dollars. That is smart. Anyone who argues the need for that is delusional. The question is whether 20% GDP is the right amount to prompt the targeted efficiency gains.
