The focus of the bill on race would obscure the reasoning and further the goals of it's (racism's) base, which precludes the need of segregation. The people who are most responsible for police brutality are the lawmakers responsible for irresponsible immunities to litigation. The police should be held accountable like any other adult in America with a gun. If I shot someone with a firearm, even if they had pointed it at me, there is plenty of precedent that conjecture would imply I might still go to prison or get executed even after yelling , "Put the weapon down!" Because I fired the first shot. A police officer is paid a salary and I'd far more protected and proficient with weaponry than most of us, with numbers and Motorola on they're side.
