That is way too much money to pay a federal employee as a bonus for speaking up and doing the right thing. Finding unnecessary expenses is part of their job. Why wouldn't someone speak up if they identify this? The sad fact is that some people struggle just to make $20,000 a year. How about instead of a bonus you can just keep your job. I would consider paying a bonus to those who speak up against corruption, immoral, and/or illegal behavior as long as it results in terminating the employment of the guilty party. Create an atmosphere where people are more afraid to not do the right things.
