I urge your support for strengthening career and technical education for our students. I do not detect in this bill that there is no accountability to the federal government, rather a stipulation that money can't be taken away if performance goals aren't met; instead, an improvement plan must be made at the local level, including stakeholders. This sounds appropriate to me. Having written and implemented Carl D. Perkins CTE grants, I can say that there was never enough money allocated (per pupil amounts) to carry out a strong program in rural areas. Part of strengthening CTE is ensuring equitable access in rural areas. I hope this bill does that, as career and technical education is an extremely important and neglected area of need, particularly in rural and poor areas of the country. I am encouraged by this bill that has bipartisan support. Now let's hope it passes and gets funded.
