This is a 'Yes, but.' Having worked at a foster care agency I fully support an electronic system to be more efficient. However, protections need to be in place to do what's best for the child. Tearing a child away from their community and support systems can be harmful. So sending a child away to another state just for foster care is wrong. It should only be for adoptions and family guardianship. Protections should also be established to prevent discrimination of LGBT youth and LGBT adoptive parents. I can see certain states wanting to ship out their LGBT foster youth to other states or using the system to block non-Christian or LGBT adoptive parents from adopting from other states.
