I think we're at the point where gun laws should no longer be in the hands of individual states. There should be national gun safety and licensure standards that apply to all, regardless of what state they live in. All licensure pertaining to firearms should happen at the federal level. If someone would like to challenge the constitutionality of federalizing gun laws and standards, I would point them in the direction of the Commerce clause. Since firearms are traded across state lines, that in and of itself makes it completely Constitutional to take regulation of firearms out of the hands of the states.
