Regulations in general are enacted to protect citizens safety, health, welfare or to preform day to day operations in connection to laws enacted by Congress. Rather than an arbitrary rule like this, have a regularly scheduled audit of existing regulations and repeal the outdated, unnecessary, or low preforming regulations. These audits should be performed by independent non partisan committees within the individual departments. Committee members should be diverse including technical, legal, professional, and laymen as well as experts in the particular fields. The findings of this panel will be carried out without consent from congress.
