Unaffordable Care Act: Exempting People From the Individual Mandate Who Face Premium Hikes for Minimum Coverage or if There's No Competition on Their Exchange

I think a better way to handle this would be that the government would allow people in these areas to participate in Medicaid at cost until an affordable private plan could be delivered to their area since basically Congress is a mess.
